External Programme and Management Reviews

External Programme and Management Reviews are commissioned by the CGIAR Science Council and jointly organized by the Science Council Secretariat and the CGIAR Secretariat every five years to evaluate a Centre’s programmes, governance and management.  The EPMR is the CGIAR’s principle instrument for assessment of a centre’s overall institutional performance and serves as a minimum five critical functions:

  • assess relevance and quality of research;
  • assess governance;
  • provide accountability to investors and other stakeholders of the CGIAR system;
  • recommend research and research related programme and management adjustments and
  • provide guidance for strategic and operational planning.
